The experienced staff at the Marine Exchange of Alaska are all well acquainted with the Coast Guard maritime safety, environmental protection and maritime security regulations.

Security Requirements for remote facilities.

Through its maritime advocacy efforts, the Marine Exchange of Alaska has been able to reach agreement with the Coast Guard on less stringent security requirements for remote facilities in interior Alaska which receive shipments of heating oil and other petroleum products on an infrequent basis.

Security Zones

The Marine Exchange of Alaska participates in the Juneau Port Security Committee and provided input to the Coast Guard on the High Capacity Passenger Vessel moving security zones which were put in place by the Coast Guard during this past summer’s cruise ship season.

Notice of Arrivals

The Marine Exchange has worked with the Coast Guard over the issue of Notice of Arrivals and received confirmation that the Notice of Arrival Regulations do not apply to towing vessels on domestic voyages between Alaska and the lower forty eight states unless the barges they are towing are transporting certain dangerous cargoes. In other words, Alaska is considered to be part of the continental United States as it concerns the Notice of Arrival Regulations.

Certificates of Adequacy for Garbage Reception Facilities

The Marine Exchange also received confirmation, after its inquiry on behalf of industry, that the Certificates of Adequacy for Garbage Reception Facilities did not apply to towing vessels on voyages between Alaska and the Puget Sound Captain of the Port Zone.
