Unalaska Emergency Towing Exercise . . . - 08/08/2007

The City of Unalaska, the Coast Guard and the Alaska Department of Environmental Conservation (ADEC) joined together on 31 July 2007 in a demonstration of an emergency towing system designed to assist taking in tow vessels disabled in the vicinity of Unalaska. The system can be deployed by helicopter or by passing it from a rescue tug to a disabled vessel. More details regarding the exercise are in the document attached below. The document also contains a link to the Spill Prevention and Response Division of ADEC which has posted a number of photographs concerning the exercise. The impetus for the development of the towing package was the drift toward shore of a reefer cargo vessel the Salica Frigo in January of this year. The Salica Frigo incident was monitored by the Coast Guard using the Marine Exchange of Alaska's vessel tracking system. See the Salica Frigo incident link below.

Documentation Documents Submittal . . . - 08/02/2007

The Coast Guard published a change to the Documentation Regulations in the Federal Register of August 2, 2007, which now allows certain documents required to be presented to the Coast Guard to be sent in by facsimile or even electronically in the portable document format PDF. This change to the regulations is an attempt to modernize the Coast Guard's business practices and make the submission of these instruments more convenient for the general public. New Oil Record Books . . . - 07/19/2007

The US Coast Guard has published a new edition of the Oil Record Book (Rev. 01-07). Masters or operators of all US ships subject to the oil record book requirements may obtain hard copies from any USCG Sector Office or Marine Safety Unit (MSU). In Alaska this means Sector Anchorage at 510 L Street in Anchorage, Marine Safety Unit Valdez at 105 Clifton Drive in Valdez or Sector Juneau at 2760 Sherwood Lane in Juneau. Use of the old edition of the oil record book should cease upon receipt of the new edition, as the old one does not conform to the current MARPOL requirements.
